Scott Douglas Milliman, 27, a social studies teacher at Graham-Kapowsin High School in Graham, Washington has been arrested upon allegations that he had a sexual relationship with a 16-year-old female student.
Millman was arrested last week for investigation of three counts of sexual misconduct.
Reportedly Millman came to the attention of authorities on January 8th when school officials became aware of the alleged relationship and called police.
Reportedly investigators believe that Millman began grooming the girl when she was a sophomore and that they had sex at his apartment and at a hotel room.
Millman was held in the Pierce County Jail Friday following his arrest but was subsequently released on bail and set for arraignment on Wednesday afternoon.
01/21/09 – Arraignment
Scott Milliman appeared in court today and pleaded not guilty to three counts of sexual misconduct.
Prosecutors say that Milliman had sex with the student three times including twice at his apartment and most recently at a Puyallup hotel on the early morning of January 4th of this year.
It is alleged that surveillance video from the hotel shows Milliman walking into the hotel with the victim around 12:25 a.m.. It is further alleged that the surveillance video shows Milliman and the girl leaving the hotel together just over two hours later.
Milliman came to the attention of authorities when a friend reported the alleged relationship to school officials, who in turn called the Pierce County Sheriff’s Department.
Reportedly Scott Milliman, who has been on administrative leave from the school system since January 8th, remains free on $15,000 bond.
07/20/09 – Guilty Plea
Court records indicate that on 6/03/09 that Scott Milliman pleaded guilty to two first-degree counts of sexual misconduct with a minor.
Those same court records indicate that a third count of the same charge was dismissed as part of the plea deal.
The judge ordered a pre-sentencing investigation and set sentencing for August 8th.
Jail records indicate that Scott Milliman was jailed while awaiting sentencing.

Thirdeye – you’re spewing jibberish in an attempt to excuse this abhorrent behavior. It isn’t working. If you really believe in this, I suggest you take your case to the state legislature and do your best to advocate sex between teachers and teenagers under their care. I’m sure you’ll have a great deal of success.
It’s society’s fault? Please. That is such an empty and ignorant argument.
Your argument as to what the law does and does not allow makes absolutely no sense in this case. The law is absolutely clear on where the line is drawn in matters of sex between adults and teenagers. This guy crossed that line – no grey area. Case closed.
The law sends very mixed messages about the degree of adult responsibility that is attained between ages 16-18, and it varies from state to state. If “children,” as you call adolescents, are ill-prepared to make responsible decisions about their sexuality, it is because society DELIBERATELY does a poor job of teaching them in order to protect certain cultural baggage. Society dumbs it down and gets a dumb result. And part of that dumb result is widespread recklessness over things sexual. Infantilism is not the answer.
If adolescents are truly “children,” they clearly should not be driving or entering into agreements with military recruiters. Those are also situations with major life consequences

The term “adult” is not an arbitrary title in the eyes of the law. It has nothing to do with expectations or responsibilities conferred upon students. The law is perfectly clear – FIFTEEN YEAR OLDS ARE NOT ADULTS! As for the rest of your theories about sexuality and how power is “eroticized” — totally irrelevent. “To deny that adolescent girls are aware of such things is to ignore reality.” – Who is ignoring this? Nobody. It is understood. What is further understood is that despite this immature awareness, children lack the life experience and maturity to make responsible decisions regarding their sexuality. THIS IS WHY WE HAVE LAWS TO PROTECT THEM FROM ADULTS.

No – the power dynmaic is the same. The teacher is in a position of authority and influence. The only thing that is different is how the teacher uses this position. A teacher has a responsibility not to abuse this power. This is why we have laws to govern these matters.
@TiredofMults: It is not enough to dogmatically state that they are “not adults.” Adult responsibility is conferred in haphazard and inconsistent ways during the high school years. My previous post gives some examples. What is needed is some consistency.
Society even sends very mixed messages about adolescent sexuality. Advertising and pop culture provide highly sexualized ideas about what is cool for young girls down to about the tweener years. They’re taught that their sexuality is something exciting and powerful that can pay them dividends and make males stupid (unfortunately correctly, as this site shows). To deny that adolescent girls are aware of such things is to ignore reality. Use of sexuality as a power play is extremely common in high schools. Male figures of power and authority are eroticized. The message is that sexuality is the way to attain their power and have it conferred upon them. No wonder teacher crushes are so common. The official line that adolescents are sexual innocents until they graduate from high school is what is ludicrous. Being infantilized while sexual politics is raging all around is a formula for people spinning out of control. What is needed is for sexuality AND the responsibility that comes with it to be acknowledged by the system. Foremost among those responsibilities for teachers and students is to not allow it to disrupt the learning environment. Crossing the line is an ethical breach for all involved, male or female, student or teacher.

I can’t think of another society in the world where adolescents are as infantilized as in this one. And the repercussions are huge.
Third Eye, or whatever you’re calling yourself now. (Deleted by site moderator) You advocating that 15 year olds….FIFTEEN YEAR OLDS…bear some of the responsibility in these cases is ludicrous. You continue to fail to understand that the power dynamic is such that the teacher wields tremendous influence over the student. Coupled with the fact that these students ARE NOT ADULTS makes the idea of punishing them in these cases beyond ridiculous.
