(3/20/08 – Initial BBT Report)
Eduardo Rivas, 55, a former fifth-grade teacher at Fort Bliss Elementary School, in Fort Bliss, Texas has been arrest on allegations of fondling a student.
Rivas was arrested on a charge of abusive sexual contact with a minor.
The sex of the alleged victim has not be released however reports indicate that the victim is under 12-years-old.
Since the alleged crime took place at the school on federal property, the case is being investigated by the FBI and will be heard in the federal court.
Rivas recently resigned from the school.
3/20/08 – Additional Information
It is alleged that Rivas touched a 10-year-old female student’s breasts twice on March 7, once helping her to the principal’s office after she hurt her ankle during recess and again while helping her board a school bus.
Allegedly Rivas told investigators that he had done the same thing to at least one female student a year since he started teaching in the late 1970s.
Rivas is being held without bond.
4/01/08 – Bond Set for Rivas
A federal judge has denied a request by federal prosecutors to keep Eduardo Rivas jailed without bond.
The judge set Rivas bond at $10,000.
As conditions of bond the judge ordered Rivas to wear a electronic monitoring device, adhere to a curfew, avoid contact with children 17 and younger who do not reside at his home, and refrain from visiting places located within 100 yards of any location where children gather.
10/08/08 – Sentencing
A federal judge saying, “I wish I could give you a higher sentence Mr. Rivas, but I can’t.” sentenced Eduardo Rivas to 48 months in federal prison, plus 10 years probation and a lifetime requirement to register as a sex offender.
Rivas pleaded guilty earlier this year to inappropriately touching a 10-year-old girl in his 5th grade class at Bliss Elementary.

Mr. Rivas was my son’s teacher last year. My son told me that everyone knew he was a pervert because he was looking up girls’ skirts!!!!!!!!!!! Can’t believe he’s only getting up to 4 yrs. He should be castrated.
