William H. Constable, 54, a former volunteer coach for the sailing team at Nantucket High School in Nantucket, Massachusetts has been sentenced to 25 years in federal prison on seven counts of sexual exploitation of children and one count of possession of child pornography.

Constable admitted recording himself sexually assaulting at least 30 young girls, some as young as 5-years-old, during annual trips to Southeast Asia over a 14 year period. The sexual assaults are said to have occurred in Cambodia, Thailand and Vietnam.

Constable came to the attention of police when he left a digital recorder behind after staying in a Cape Cod hotel room. A hotel employee discovered the child pornography and called police.

In addition to 25 years in prison, Constable was also sentenced to serve a life term of supervised release, pay a $50,000 fine, and forfeit property used in his crimes.

10/02/08 - William H. Constable Is Deceased

William H. Constable died while incarcerated in the Metropolitan Detention Center Federal Prison
in New York in August.

In the immediate wake of Constable’s death a prison spokesperson indicated that no cause of death was known but that he was not attacked by other inmates.

An in-depth autopsy was conducted and the medical examiner has now concluded that William Constable died of natural causes, associated with heart disease.

As is so frequently the case, this latest information on William Constable came to our attention by way of a tip from one of our many fine readers and for that we are extremely grateful. We had completely missed news of Mr. Constable’s passing.

Charles “Charlie’’ Dunbar, 29, a volunteer girl’s soccer coach at Proctor High School in Duluth, Minnesota was being transported to Miami, Florida today to face federal charges that he distributed child pornography over the Internet.

Dunbar is charged in U.S. District Court in the Southern District of Florida with transporting by interstate commerce visual depictions of a minor engaged in sexually explicit conduct.

It is alleged that an undercover law enforcement officer in Miami posing as a single mother with a 10-year-old daughter was targeting child predators in a Yahoo chat room when a person identifying himself as “c _dunbar_35” was encountered and indicated that he was interested in engaging in sexual activity with the 10-year-old.

It is further alleged that “c _dunbar_35” sent nude photos of himself and later a streaming video of himself masturbating to the “girl”.

Dunbar was traced by federal agents after he allegedly sent three images which depicted a young girl’s soccer team and/or the coaching staff. The uniforms were green and white and lettered “Proctor Rails.’’ A data base search guided the agents to Proctor High School in Duluth.

School officials indicate that they do not believe any of the school’s students were victimized by Dunbar however the school is making counselors available for students.

Dunbar had been a volunteer coach with the school for 3 years.

Aaron Burroughs, 37, a former volunteer football coach at Bowie High School in Bowie, Maryland has been sentenced to 16 years in prison for engaging in a sexual relationship with then 14-year-old girl and using her as a prostitute.

Burroughs, arrested in August 2006, pleaded guilty last year to transporting the girl to a former Capitol Police sergeant’s house in Charles County, then making a video recording of the officer and the girl having sex. That former officer, Michael Malloy, received a 15-year-sentence earlier this year for his conviction on a charge of sexually exploiting a juvenile to create child pornography.

Burroughs came to the attention of police when Takoma Park police took the girl into custody early in the morning when they found her in a deserted parking lot performing oral sex for pay on a man. Reportedly the girl told officers that Burroughs was her “pimp”. During questioning Burroughs gave police a statement that he had had sex on numerous occasions with the girl and taken her from Maryland to the District to work “the strip” along New York Avenue as a prostitute.

Burroughs met the victim when he was a volunteer coach at Bowie High School and she was a manager for the team.

At sentencing Burroughs asked the judge for mercy and the prosecutor acknowledged that Burroughs had been cooperative and forthright and recommend a sentence less than the mandatory minimum. The judge was having none of it and said that Burroughs deserved a greater sentence than Malloy. The judge then sentenced Burroughs to 16 years in prison.

Steven C. Collins, 27, a former girls rugby coach at Penn High School in Mishawaka, Indiana has pleaded guilty to two counts of sexual misconduct with a minor.

Collins, scheduled to go to trial on August 4th, pleaded guilty on July 17th to the two class B felonies.

Collins will be sentenced on September 25th.

Collins came to the attention of authorities in March 2007 when a school counselor notified school administrators of a suspected inappropriate relationship between Collins and a 15-year-old rugby club member.

The girls rugby club was not a school sanctioned sport and Collins was not a school employee.

Timothy Byars, 45, a former volunteer track coach at Dyersburg High School in Dyersburg, Tennessee has pleaded guilty and been sentenced for raping a 14-year-old girl before a track meet in November 2006.

As a result of Byars guilty plea he received a nine year sentence with 11 months and 29 days to serve in county jail on a charge of sexual battery and one year to serve in prison on the rape charge.

The victim of the sexual battery charge is reportedly the sister of the rape victim and both crimes occurred on the same night.

Byars’ sentence does not offer any opportunity to reduce his jail or prison time.

Following his jail and prison time Byars faces seven years of “enhanced” probation, a lifetime of supervision and he must register as a sex offender.

07/28/08 - Formal Appearance on Sexual Battery Count

On Friday, timothy Byars appeared in court for formal plea and sentencing on the sexual battery charge.

Byars must serve a year in the Knox County Jail, then be transferred to serve 364 days in the Nashville-Davidson County Jail.

He faces seven years on supervised probation and a lifetime on probation once his jail sentences are served.
