Herbert “Herb” Allen, 64, a custodian at the Model Creek School, in Peeples Valley, Arizona, has been arrested on a charge of aggravated assault with sexual motivation involving a 13-year-old female student.

It is alleged that Allen asked the girl to meet him in a back room to talk. She complied and once inside the room with Allen, he gave her a hug and kissed her on the lips for several seconds. The incident made the victim feel very uncomfortable and she eventually told her mother who called police.

During the course of the investigation police say they discovered that Allen had given the victim “special” hugs in the past, would hold her hands, and look her over when they were in the same area of the school. It was further discovered that Allen had signed the victim’s yearbook with a nickname he coined just for her. The letters, “YSFL” were used and defined as “Young, Sexy, Foxy, Lady.”

Pablo Rios Fregoso, 53, custodian at La Primaria Elementary School in El Monte, California has been arrested on allegations of fondling a third-grader at the school.

Fergoso came to the attention of authorities when the alleged victim approached La Primaria Elementary School principal Aileen La Corte on April 25th and said that she had been touched inappropriately. School officials then contacted Child Protective Services and the El Monte Police Department and an investigation begun.

Fergoso, who reportedly has worked for the school system for 20 years and at La Primaria Elementary School for the last 5 years, was placed on paid administrative leave when the investigation began.

Fergoso was placed on unpaid administrative leave once arrested.

Following his arrest Fergoso was held in lieu of $100,000 bond.

Herbert Hernandez Tobar, 26, a substitute custodian at Brazoswood High School in Clute, Texas has been arrested and charged with two counts of sexual assault on allegations that he had sexual contact with a 14-year-old female student twice in one week.

Tobar and the girl allegedly had sexual contact on campus in the girl’s locker room and also at Tobar’s residence, where they allegedly had sex.

Following his arrest Tobar was being held in the Brazoria County Detention Center in lieu of bond totaling $150,000. If convicted of both charges Tobar faces between 2 and 20 years in prison.

Reportedly the school system has terminated Tobar.

Cedrick Lamont Holmes, 31, a para-professional and the attendant for in-school suspension at Sweetwater High School in Sweetwater, Tennessee has been arrested and charged with one count of aggravated statutory rape of a 17-year-old girl and two counts of sexual battery by an authority figure.

Holmes is alleged to have had inappropriate sexual contact with three female students however investigators believe more students may have been targeted by Holmes, a newlywed whose wife is pregnant.

Investigators believe the statutory rape happened in Loudon County not in Monroe County where the other incidents are alleged to have occurred at the school.

Reportedly Holmes went in to the Sweetwater Police Department to allegations being made about him in the community. Detectives questioned him about the allegations, and he allegedly admitted to having sexual relations with a 17-year old Loudon County girl. During the discussion, Holmes allegedly also confessed in connection with sexually assaulting students at the Sweetwater High School.

Holmes who has been arraigned is being held in Loudon County on a $10,000 bond with a court date set for July 2nd. If he makes bond in Loudon County he will be taken to Monroe County.

Shane Flournoy, 32, a former dorm supervisor at the Texas School for the Deaf in Austin, Texas has been arrested and charged on allegations of having an improper relationship with a 15-year-old male student.

Flournoy came to the attention of authorities when he allegedly confessed to his minister that he had sexually abused a minor and that he wanted to turn himself in. The minister then reportedly contact police.

The student has allegedly told investigators that Fournoy repeatedly asked to see his penis during the fall 2007.

It is alleged that in October that during a visit by the boy to Flournoy’s apartment, Flournoy paid him $200 to show him his penis while Flournoy’s wife was asleep. It is further alleged that Flournoy inappropriately touched the student before the boy rejected his advances. Police say that Flournoy told them he would have had sex with the boy, had he agreed.

Flournoy also allegedly told police that the boy threatened to go to authorities if he was not given money. Flournoy said he paid the student about $1,000 for his silence.

Following his arrest Flournoy was fired by the school.

Austin Police say that Flournoy had inappropriate sexual contact with at least five boys between the ages of 13 and 16-years-old in the late 1990’s and early 2000’s with crimes taking place in the Houston and Harris County area. Police also allege that Flournoy admitted to these additional sex crimes.

He is being held in jail on $250,000 bond.
